Howard,
When I create my first general note using Edit>Edit General Notes..., I can type text into the window that opens. When I click on the Enter button, it displays a message "Error while saving notes" and a Quit button. When I click on the Quit button, the error message changes to "Please close this window before quitting" and an OK button. When I click on the OK button, the window closes but the general note does not get saved. The only way out of this loop is to click on the Cancel button in the general notes window.
